it is possible to refund my money after i dispute my transaction even if i mark resolved.but my reseller still didnt send my item?

Once you mark your dispute as resolved and closed without receiving either a refund or the item, then that's it. Can't re-open the PayPal dispute. You'll need to dispute with your card issuer if you paid with credit card.
