so one of my buyers on E bay requested a refund, but we agreed on me sending him $20 for his problems, so he lifts the refund but now my account is limited and I cant send him the money or receive money either, I do not have access to what it needs to verify right now. Even the buyer will say we have it figured out now. but pay pal wont let us do this now. can someone help me ?
