open case dispute

Please can somebody help... Bought an item for $52.00 USD , Wrong item received. Contacted company, their response, send it back tracked at your expense for a refund, or keep the item and have a $15 USD partial refund. Don't want the item, won't use it. Opened a case with Paypal, they have said company willing to give a refund once item is returned, again tracked at MY expense, this doesn't seem fair. I'm happy to return the item but surely they should pay for its return. On the open dispute case page, can't find anywhere to send a message to Paypal, the only button I have got is a button to  input the tracking number once I have posted . thanks in advance

Nope not fair but sadly paypal is doing exactly what they say they will do in their buyer protection policy.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
