here i want know, if that website online use paypal  to payment

is that can trust or scam can received the payment

seller do not respond and progress buy the item still in progress and it already 1 week.

You have 180 days from date of payment to file a dispute.

To file a dispute: 

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.
