not being able to file a dispute about being scammed

Hi, i´ve recently been scammed when buying from a seller who sent a fraduelent and broken merchandise. when i try to file a refund for it i´m always met with a 2-3 minute loading screen followed by an error code reding: "error 503 service temporarily unavailable".
does anyone know what might cause this and how i would come to solve this issue
