no paypal cooperation

I placed a order and was charged more than agreed amount. Also seller claimed merchandise was shipped by providing a tracking number that was not for my address, plus when researching it was not even for a shipment starting in China(location of seller), it was from Amazon in Georgia. I have documentation from the U.S. PostOffice showing that tracking number was not for my address. Paypal closed my dispute in favor of the seller based on their incorrect documents . I have tried to contact Paypal to explain why there is an error but they keep sending me a auto message saying the issue has been resolve. I tried to call but gave up after holding for 30 minutes. What happened to customer service?

If you paid using a card dispute it with them over the charge by doing a chargeback you aren't the only ones that paypal sided against when the seller sent tracking info for goods that you don't receive or someone else obtained.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

according to USPS the shipment did not go to my address but it went to a different address in the same city, they will not provide the delivery address but replied to the post office informed delivery site that verifies it did not come to my address. This apparently does not matter to paypal since they go back to their original reply that matter is closed since seller furnished a tracking number. The seller has not replied to my request for them to furnish a shipping address, they have not replied to either of my two requests. The seller is in China but they furnished a tracking number used by Amazon for a shipment from Stone Mountain Ga to the city that I lived, looks like it is totally unrelated. Looks like my only option is filing a dispute with my credit card company.
