I ordered a vaccuum using PayPal, and I never received it. Three times I tried to email PayPal about this and they said the dispute was closed. That they are not responsible for delivery of goods bought through them.
Can anyone tell me why they use PayPal?

If you paid by credit card, you may dispute/chargeback through your card issuer instead. Since PayPal closed your case, are free to chargeback.
