never got package from china

I ordered something internationally and never got it. The tracking number I was given was wrong, says it was delivered to another post office and when I called it wasn't my package.  Emailed, and contacted seller through website, no response. Website is now unavailable.

 

I have a receipt I was emailed, but nothing in my "activity" on paypal, so I can't just click to file a dispute. I feel like I was scammed, but is there anything I can do about it.
