need help with refund from paypal

i opened a case on paypal, but no answer from seller, and paypal closed case without any answers from them. I paid 100,00 GBP a seller who did not send me the item. What i have to do to get refund from paypal, because i paid him by invoice? Thanks in advance.

02/9/19,I sold a tape recorder £19 to buyer,After sending it by Hermes parcel,After approximately one week buyer said he hadn’t received it,I refunded money £19 Then I received a signed receipt from Hermes ,proofing the buyer signed and received tape recorder,Asking for payment back/ or tape recorder back,he has ignored all my emails, PayPal say they have A buyer protection plan,I cannot recuperate my loss,Chat help advice was,involve the police,How about a sellers refund PayPal!

Did you escalate the dispute to a claim (for paypal to get involved) before it timed out and was automatically closed?

it`s happening for first time for me on paypal, and i am not familiar with those actions, so that is why ask for help here. May be I did something wrong on my dispute or . . . .

If not it would time out and be closed 20 days post opening it.

Paypal didn't close it, it would automatically close 20 days after you opened it.
You had 20 days to escalate to a claim but as you didn't its now closed sadly.

well, I tried to open case again, but I see only 2 options
- I want to report unauthorized activity

- I have a billing issue

My case is on billing issue, but there is only
- Incorrect transaction amount
I was charged an incorrect amount
- Subscriptions
I’m being charged for a subscription or a recurring transaction that I canceled
What I can do to get my money back?
