how to solve it "We want to confirm that the information in your PayPal account is accurate as we noticed some suspicious activity in your account. To understand this better, we will require some information from you." i gave all information in the help center but still limited and they didn't mail me !!!!

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
