my account has been limited without any instructions

so my account has been limited for no reasons. and they said i need to check on my email for that and i see no instructions for the solution. 

it says 

We need some information from you

and my money is stuck on my account i cant even withdraw it 
 
any solution for this?

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
