my account has a dispute ongoing but was sent to collections

this ongoing dispute has left my account negative during the dispute and without notifying me or showing me any kind of message when I called to get more information because its been open for months and no movement I found the account has been sent to collections. The dispute as I know from contact with the buyers credit card company was at the credit card company found to be in my favor and paypal was sent the money back by the credit card company but has not closed out my dispute and credited me back. my account has been sent to collections and therefore when I call cant talk to a real human to figure this out and I am not at fault but the ball is in paypals court and has not been concluded for months for some reason. who and how do I get this resolved.
