money tied up for seller in dispute

I have what i wholly believe to be a scammer trying to tell me he is unable to refund my money because of an open case and will be able to refund it once i drop the case. 

 

i've never had to go through this process before so i dont know, but i believe he is trying to get the case dropped so that he can get off and then i won't be able to reopen if he doesnt refund

 

is there any validity to his claims?

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
