lost $520, criminal seller

A guy sold me a car engine on the telephone. It arrived and was for a different car and was severely damaged, obviously a fraud case. The freight bill showed that it came from Ontario New York . I contacted the company that shipped it and I shipped it back to them. It turns out that the guy that I ordered it from lied about owning an automobile parts business and actually  lives in India. He never responded to Pay Pal's request for him to provide information on my purchase. His address is in India and Pay Pal say that I must sent the 450 pound engine to India - which is absolutely crazy.  So Pay Pal says that their insurance will not give me my money back. Very disappointed in Pay Pal.

You voided your buyer protection by not being able to return the item back per the policy. If you paid by credit card, file a chargeback instead.
