before one month my brother bought digital good from <removed>to games and he got key when he added it in steam saying the key is used , and we talked with <removed> but dont reply ,
and he opened dispute Not conforming to specifications, and today he got message from paypal saying he lose it and lose money , what i do to refund his money ? i helping him to back his money .
he called with customer services and they said will review it , and will back to call him . but yet no call .
and we read Terms and laws paypal about disputes , paypal protect buyers from digital goods and dont protect sellers from digital goods , and he do dispute about this law but didnt apply .
