You can't use PayPal anymore

For the Past   9 months, the above message of you cant use paypal anymore is what i get. I have 282usd in that account. I need to withdraw the cash. I have sent enough email and i get an automated response.

They had said i will get an email guiding me how to withdaraw my  money after 180 days. I got the email but it said nothing on the how. The resolution centre doesn't allow me to get my money.\

Does paypal steal peoples cash?

If i cant use them anymore, why cant they advice me on how i can get my hard earned money?

Please someone give me a phone No i can use to call them
