limited account

my account is limited and i just transferred someone a large sum of money the day before it got limited

now the seller is telling me the money is pending in her account but it has already come out of mine?

is there any way i can retrieve this money back?

as well as access the money in my account. i tried to transfer it to my bank account and says it is unavailable 

this is ridiculous as i had a decent amount of money in there and just want my funds back
