Problem: vendor sells chain saw. Vendor sends chain and acknowledges no saws are available. paypal says case closed, they have proof of delivery. If I order a shirt, do I get buttons and that is proof of delivery?

Did you open a dispute for item not received? If so the seller would win if they could provide tracking to show you received it OR
Did you open a dispute for item received but not as described ie incomplete order or nothing like what you ordered?
Of you did the second option then paypal may well have found in your favour.
