item not received from contactlens.sg

i ordered online and made payment via paypal. its been 2 months and i havent received the item. tried emailing seller but no response. payment made via paypal (but i did not have account then). how do i file a claim (no dispute to raise as there is no records)?

If you need to open a dispute for a 'guest buyer' transaction then you can.......

1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.


Advice is voluntary.
