incorrectly titled my dispute item not as described and how to change it? Item never received.

I can't find help with this on paypal site.

The item I purchased was advertised as made in USA but I found out it was made in China.

I never received the item 

I filed a dispute titled item not as described because it was not made in USA and in text of dispute I

made it clear I had not received the item.

Now the dispute is contingent upon my returning the item which I never received to china to get a refund.

I can't find a way to correct the issue ...

Anyone have an idea?  I left a message on the message center though it all is automated.
