I have been trying to transfer the money out to a N account that is listed in my PayPal account I have tried to add a bank account nothing is working they are not letting me transfer my money out of PayPal does anyone have any ideas?

I think PayPal is out of money, and it can’t release everyone’s funds all at the same time because they simply don’t have the money.

If you mean an N26 account then i think that is an online bank account that paypal does not accept?
