i have submitted proof 2 months ago... no response from PayPal support

my PayPal account got limited and they asked info and response to my customer dispute... i have submitted info and delivery proof to that customer dispute, its been around 2 months and PayPal is not closing the case, its still in review... whenever i open that case... i see another deadline and time... I'm also not getting any response form PayPal support... i closed my shop because of lack of funds. it happened several times before but never had issues like this.. I'm feeling helpless now, there is no way to contact actual PayPal support... Thanks!
