i clicked on a link by accident and some guy got my email access and he logged into my paypal and started buying stuff and it doesnt let me unlink the bank account.

No one can access your paypal account via an email address.
They would need to know your password as well.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
