i am not able to withdraw my funds from account. and my account has been blocked for more than 180 days. need help...

I have limitations on my account now and can't withdraw funds as I have moved countries and can't supply proof of residential address in the country I opened my PayPal account in. How can I overcome this issue? I need to speak to someone at PayPal to help me before I close this account and re-open one in my new country of residence.
