how to issue a refund for pending transaction while my account is limited

Hi,

 

I would like to request PayPal authority to cancel the following pending transaction & issue a full refund 

 

Buyer name :- MANTU DEY

Transaction ID: 4L00429235044360E

Transaction amount :- 224.12 USD

Transaction date :- 22 Oct, 2020

Kindly do the needful to  issue a full refund for the specified transaction which is currently on hold status & release the hold to issue a complete refund for the same.
