click bank keeps taking my money but I have not received what I purchased.

Hi, a992331641. Welcome to the PayPal Community! Not getting something you've paid for is no good at all! Here's what PayPal suggests!

 

The best approach in a situation like this is to try to contact the merchant and let them know there's a problem and, if needed, request a refund.

 

If that doesn't work, you may submit a dispute to PayPal which also allows you to try to communicate with the merchant, but PayPal keeps a record of the messages you and the merchant send and they may be used later to resolve a claim.

 

If things still aren't resolved by submitting a dispute, you may escalate the dispute to a claim within 20 days and PayPal will check things out and take steps to resolve the situation based on the Buyer Protection Policy (https://www.paypal.com/us/webapps/mpp/ua/useragreement-full#purchase-protection).
