I am trying to remove the limitation from the account, but it want let me because I made my account when I was under 18, no I am 20. Then I thought I just need to close it and recreate, but I can't close it because it is limited. How do I close it?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use.
You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to open a new account. That option is not guaranteed as you have already broken their rules once but always good to ask and see if they will.
Advice is voluntary.

Hi @deletemeplease,
I'm sorry to hear your having issues closing your account.
When a permanent limitation is placed, this cannot be removed, which means you will not be able to use it in the future.
However, if your account was limited due to you being underage and not any other issues, you may be able to create a new account using an alternative email address.
