how do i escalate issue to paypal

i have an issue with a service online i reported it but that only sent a messgae to the service provider, how do i escalate to paypal?

How do you direct users to links just using the hyperlink word?

@kernowlass If you use the Quick Reply you don't have the toolbar.  If you use the regular Reply button you'll see a toolbar like this at the top of the message editor:

The circled link icon can be used to make links out of text.
