I purchased a item from a web site. I paid via paypal. The web site sent email saying received order, finished order, shipped order with a tracking number via ups. Package should of weighed 124 but it sadly only weighed 2 pounds. My problem. The web site shipped the package to a different person, a different address in same city. I did not receive it.  Contacted ups to inquire. They stated it was delivered but not at my address nor my name. They could not supply name and address for privacy purpose. I filed a dispute with paypal. Paypal now has stated for the purpose of dispute it was delivered. To my city and state. And that is acceptable to them. How can I get it through paypal that it was not delivered to me?  Paypal has admitted they are only going off city and state and not what I am saying nor what i have shown them from ups . Basically stating the package with tracking number was not delivered to me and my address.

You have to report fraud to UPS and have them give you official documentation on the outcome of their investigation that the item was not shipped to your name and address (there should be some kind of exception put on the tracking information that corroborate so PayPal can see it too when they track the package, ask UPS if they put an exception on the tracking information as a result of their investigation), also file a police report and have them send it to the seller's local PD and an ic3.gov report. if PD give you problems about filling a report, tell them this is fraud and a chargeable offense and PayPal won't award claim without one. Gather all this information as pdfs ready to upload when asked and report the seller for abusing the seller protection program and make an appeal of the PayPal decision either through the resolution center or by calling customer service to speak with a dispute specialist:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Call early, during business hours, west coast time to try to get a US rep.

Be careful who you buy from, do research, if you find no info, keep it moving. Stick the to merchants and brand names you know as anyone can set up shop and fleece/thieve from buyers these days.

 

And if you have to, open a case with bbb.org under PayPal San Jose CA to get PayPal Office of Executive Escalations to review your case.

This is what ups just stated. Thank you for clarifying the situation. Have you been able to reach out to the shipper/sender to check with them on this? In this type of situation an investigation is needed but only shipper/sender or the person listed as the receiver can start this process. The investigation would also show on the tracking website. -Dylan
