I bought a smartphone online. after several weeks waiting I filed a dispute with paypal as ITEM NOT RECEIVED. shortly in 1 week i received a parcel from seller but item was not same as described. I received an earphone instead and by that time dispute was closed in favour of seller. I am unable to reopen dispute against the seller because of useless PayPal policy. I simply ask myself if PayPal could give buyers a chance to challenge the DISPUTES. 

Every mail I am sending to PayPal does not go though, I don't know why !!!

PLEASE PayPal, It's real time to provide Buyers service like LIVE CHAT to RESOLUTION/ HELP centers to guide us easily. 

 STOP protecting sellers who steal people.

Ring up customer service and speak to a dispute specialist and get them to change the dispute reason to Item Not As Described. Tell them you ordered a smartphone but received some head phones instead. If that fails and you paid with a credit card, call your card issuer and dispute the charge. Make sure you have all the documentation organized and write out what you want to say ahead of time in a text doc or notepad as some card issuers give a character limit in the box field when you discuss your issue online.
