case was somebody has used my debit card details to another paypal account

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
i called its closed
i want to knw whether some one can rob my card details and make another pay pal account ? if anyone can do why dint i get a notification which states that some has tried to use my card details to make another pay pal
