file to claim regarding about case is closed without resolve issue

I have file a claim in paypal regarding about my on-line order which vendor have ever provide order # or tracking #, after I have filed a claim, waitting for few weeks, the case is closed with reason vendor have provided USPS tracking #, it has delivery to same zip code as my home but different address which few miles aparts, I went to local USPS  office to get detail about tracking # with delivery to different my address and size package. I have all detail information tracking # where it delivered and detail. How do I asked to paypal take careful look detail where it delivery and reinvestigated  ?
