Seller tried to return the money 17 and January 25 it has failed. What do I do?

Seller has no funds. Contact seller. If you haven't filed a dispute, locate the payment transaction, click it, click "Report a problem". If that doesn't work and you paid with a credit card, file a chargeback with card issuer.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
