ebay seller scam me and he win after give fake tracking number

paypal dont want help me..i send proof photo seller scam me via email..they dont want accept because security reason then i login paypal send proof ..cannot upload..i pay as guest so i cannot open case..i must open manual..please help me..seller give fake tracking number..2 month already i waiting my item..its not fair paypal said seller win..so i send proof here because i cannot upload to paypal..please check it out below attachment.. i need my money back

If you funded your paypal payment via a credit card then contact your card issuer and see if they will do a chargeback for you.
