ebay purchase ad closed after payment, paypal case closed, fraud, item not ship

I won a bidding in ebay last april 12. 2021 but after few days the ad was deleted. the seller did not send my item no tracking number I also contact him tru paypal but he's not refunding my money, i cant ask for refund tru ebay because the item is no longer to find item number Item # 303955735414 and paypal transaction ID: 70D46468EF961234E. Sony A7RIII ($1,345.00)

I file a dispute for the first time I put unauthorized but the paypal closed the case and they said it not relevant, maybe a was wrong how to do the dispute. is there anyway I can get my money back? 

 

I contact the seller with his email he keeps saying that he will ship the item tomorrow or after 24 hours it's been 8 days now I don't know what he is waiting for again I send a mail yesterday and he said give him 24 hours to ship the item, send him again an email today and no reply.

 

I am a top seller I don't understand why it will keep the seller 8 days or he's just a scammer and try to get money from us ebay user.

from now on i will not buy anything from the seller that it not top seller.

A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
