eBay item removed after my payment cleared

I purchased an item from eBay, made payment which has cleared, and now the item has been removed. It has t arrived and I can’t raise a claim because the item just stated it’s been removed....

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.

Hi, I have transaction completed payment with Item removed from eBay. It is in pending state in my checking account linked to PayPal. I cannot find this item in eBay Resolution Center to contact seller. How this transaction can be reverted, credit posted back to PayPal?
