eBay cancelled but PayPal took instalments

I order a swimming pool in April using pay pal.

the seller cancelled transaction in April, but PayPal has been taking monthly payments but will not refunded.

I brought the pool from eBay.....please help me what to do and any advice will be very welcome 🙏 

I then brought another pool from same seller but it was never delivered and payed in full...but opened a dispute and was refunded in full after seller never responded.. but this took ages.
