I purchased goods from India and paid the full shipment charges. Had to pay the same shipping costs again to UPS on delivery. The seller did not transfer my payment to his Courier. Started a claim through the resolution centre bis the seller stopped communication and Papal closed the claim without investigating further. I was unable to download my documentation as proof for may claim to receive a refund for double shipment charges. I am unable to access any page for help and contact with Paypal.
