disputes and claims refused

i recently ordered an item and paid by paypal.  seller sent me some pads which were useless without the item i ordered.  when i contacted seller, i received email saying the item was out of stock, sorry.  seller offered a small refund, nowhere near amount paid.  took dispute to paypal, then made a claim.  eventually paypal refused my claim saying the item had been delivered.  this is not true, only delivery i had was the useless pads.  sorry paypal you've let me down, your promises are worthless.

Nah, you filed the wrong type of dispute. You received something but not as described so this was the report you were supposed to file to be successful with your issue:

I received an item that's significantly not as described

The product or service was significantly not as described in your order.

Contact customer service to change the reason for dispute to significantly not as described:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.
