dispute with vendor for not shipping

I bought a lamp from a company called beautiful halo. They never shipped it. They also provided me with an unused tracking number.  on may 11 I complained to Paypal and later escalated it.  They gave them like 21 days to respond.  Up to now, they still have not responded to paypal. Paypal now says they have till june 4th.  to respond.

 

What happens if they do not respond at all?  Or, worse yet, respond to paypal and say they shipped it..?   this is very frustrating. I cant call paypal. Can someone give me some advice?
