I sent money from my bank linked PayPal account to a family member who also has a PayPal account.  PayPal charged me a transaction fee in violation of their published policy waiving this fee. I have had my dispute of this fee denied twice by PayPal “because your billing dispute doesn't match our qualification for a billing dispute.“   

 

any similar experiences?  if so, how do I proceed to reach a positive resolution?
