dispute denied

Hi,

My Paypal claim was denied (depute id: pp-d-79682010). Paypal said because item was delivered based on tracking # provide by the seller.  However, tracking # provided by the seller was a wrong or fake #. Items was delivered to a wrong place based on UPS (confirmed).  In addition, store website and seller disappeared just after my payment. 

 

I bought the item not from Ebay store. Paypal resolution center held my dispute case for more than 58 days. During two months, I could not send  any new information (such as wrong address delivery confirmation and closed website)  to the resolution center. There was no way to do it for me.  

 

Now, Paypal closed my case, and I cannot dispute it again because Paypal cannot find my purchase activity history or it passed more that 45 days.

 

I believe that Paypal intentionally held my dispute case for 2 months not to pay to me.

My case was solved " The case was closed in your favor based on the info provided."

 

I have appealed and sent all of my record to customer service via Help Chat "Message Us".   One day after, Paypal send me a full refund.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
