My claim  (Dispute Case ID: PP-D-107258342) was denied only based on seller's fake information "This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered".

 

PayPal was fooled by scammers fake FedEx tracking #, even though I have provided all one way emails to seller and fake FedEx shipment information.

The Seller provided a fake FedEx tracking number which was delivering to the wrong address not to my PayPal address. 

 

However, Paypal did not Look at the fake tracking Information carefully:

1: My order was 5 feet long garden rake.  But shipment was 0.5 lbs

2: my shipping address was residential. But it was delivered to commercial Office.

3: who is shipping 5 feet long rake with FedEx overnight  (form Georgia to California) with free shipping charge.

 

I believe that scammer can access tracking information from UPS and Fedex and picks up a good tracking number that matches with buyer's zip code.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

I could not get a shipper's address however, I could get a shipping detail from Fedex base on the tracking # provided from Paypal and fraud seller to me.

I have provided my email to seller and Fedex delivery confirmation pdf file to the Paypal Resolution center.
