I bought an item that was delivered without some components in stead of sending missing parts I was told to return the item for a refund to be paid to return the item I had to pay £20 how do I get this money refunded

If you can't resolve issues during the dispute stage with the seller then you escalate to a claim.

With an 'item received but not as described' claim the ONLY option paypal give you is to return everything back to the seller at your own expense before you are refunded. They do not get involved with telling the seller to send missing items etc, that would have been sorted if able in the dispute part.

 

However have you activated the 'return shipping on us' option in your paypal account at some point before you made subsequent transactions?

If so then you can claim some or all shipping costs (dependent on amount).
