covid cancellation - refund refusal by vendor and Paypal wont accept claim

I paid a substantial deposit on a holiday rental back in July.  Owner did not give me any rental terms, just requested a 50% deposit which i paid via paypal.  Now due to covid lockdown i cant travel and cancelled the vacation.  Owner is refusing to refund my deposit.  I have disputed the payment and paypal is refusing the claim as the case doesnt come under their dispute criteria.... but there is no dispute heading relevant to this... any idea's?
