chinese bad product and paypal not responding

hey guys, on june 1st, 2020 I purchase a product, I order two of the same items, it took almost two months for the product to arrive, only one item ( I pay for two) and it wasn't the same product I purchase, they sent me a really cheap similar product, I complaint to PAYPAL, and they been pushing the results date for almost two months, is been "under review", I try to chat, but the only said.... we need to translate the original message in chinese, is paypal on the chinese scammers companies? why they don't give me my money back? and I mail back the poor quality and incomplete product? they are supposed to be in the side of the american people, what can I do???
