charges don't match authorized amount. bait and switch?

unauthorized amount charged = bait and switch, in my opinion. why would PayPal reject this as an unauthorized transaction? How can it be legitimate to add significant amount to final deducted amount after authorization is given for a lesser total?

Was it an international sale with an import tax applied or currency conversion fees?

the only hint about seller is an email address that is chinese. website and invoices show no such currency conv. disclosure or taxes. If this is the case, no disclosure.
