change of country and account limits

When I open account in paypal I was working in Kuwait

Now since last 6 month i left from Kuwait country and come In India

and due to some reason I am getting issue of
"You can't use PayPal anymore" this error

I have some funds in my paypal account and not able to withdraw and also not able to send

please help me

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
