I had paif for playstation 4 game console to a seller. he had asked i process the transaction as family and friends. However i could even find the right place to do so , so i eventually processsed it as payment for 'items and services' .I only added family and friends in transaction note.
I informed seller and he mentioned I click on paypal that i had received goods ( all this happened on same day 20th April 2020) .I was uncomfortable so i mentioned i was going to raise a dispute .
I did, the seller begged me to cancel the dispute, that he would send goods but at that point I was tired of it asn i just wanted my money back.
paypal mailed saying seller had escalated it to a claim and that they were reveiwing the documnets he sent in and if they needed any more documnets from me , they d let me know.
I got a mail today that the transaction was ineligible for a claim. I was shocked because the transaction was carried out on 'payfor items and services 'basis even though i wrote something different in note.
2. the item was a physical good and its so clear that i had nt received items as i attached our whatsapp chat conversions to my submission.
i however contacted seller afterwards,he mentioned there was nothing he could do anymore , that he wont be refunding neither would he send any goods, that if i wanted the same goods,i make another payment to him.
I m frustrated.
pleaseany ideas on how i can get the money back?

As "friends and family" payment does not come with PayPal purchase protection so it's good that you happened to send your money for "goods and services". However, I am afraid that you did click the "confirm receipt" button. If yes, then it is my vast regret to inform you that your case would be closed in seller's favor. If that was the case, you may want to consider contacting your bank / card issuer (if this transaction was not funded by paypal balance) for them to discuss some options available.
If you didn't, then you may just need to contact customer service by clicking "Help & Contact" near bottom of the PayPal pages and see available options to get ahold of a representative.
