i had a dispute with someone i sent money too, paypal then put a limit on my account and when the person tried to send me the money back to my paypal they could not because of limitations, when i read the instructions on how to resolve the limitations the page said i had limits but when i checked the limitation page there was nothing to be resolved. what is happening?????
